He finally agreed to return my money (I could only took $3000 out of $3450 because he would have just kept rambling on and on about how he had paid the taxes and the paperworks for me).
He said he would cancel the registration. I remembered he said something about fixing it and getting it pass smog then transfer the car back to his name
What are the things I can do to make sure that everything will go as he said? Should I just come to the DMV and tell them to cancel everything? Will they do that for me ?
have him meet you at your bank, get your money deposit it, give him back the car. The paperwork was never finalized.
Next time get a good idea of the legalities of buying a car. Glad you were able to get most of your mobey back. You lost a bit but I bet this was a good lesson learned.

But what I'm wondering is that doesn't he need me or my signature or anything to finalize this registration process? How is he gonna cancel the papers?
If a Dealer cancels a transaction... some fees are cancelled or even refunded.
Not sure how to advise you on this since this is not a Dealer Sale... my understanding is until a transaction is complete... the "Former" owner is still the owner of record pending the completed transaction.
I think I would approach DMV with copies of documents in hand and go from there... the last thing you need is to be tied to a vehicle not in your control/possession.
My 1985 car is smog due & I already know it wont pass smog. I will have to pay for the smog test & diagnostic (around $135..00) & I will apply for repair assistance from the state (up to $500.00). My tags are due 11/12 so I will take my car into the star station next month. It sucks that I have to have my old car smog tested. You just don't see many 30 yr old cars on the road & my car should of been exempt. If the state has their way the registration on my car will jump from 81.00 to either 116.00 or 131.00 plus a 35% increase over 5 yrs. That's way too much (81.00 is too high). Its very expensive to drive, live & visit ca.
It was not always that way... for many years... cars 25 years and older were exempt and then it was 30 years and older... and then it was frozen at 1976...
I happen to own 2 1976 cars and a 1985 truck...
When I bought them... it was 25 and exempt.
Guess the reality is California can rewrite the law at anytime and there little anyone can do about it.
Last time I took in the 1976 BMW 2002 the smog guy said it was his first carburetor car he tested... of course it failed.

That's the price we pay for living in ca. My 30 yr old carburated car will not pass smog next month & that has me greatly concerned. I am in major stress mode.
You spend good money for something and then the law changes... not everywhere... not even all of California... but these laws apply to most of California.
One of my old car friends got so frustrated with smog checks, license fees that keep going up... he got a Dealer License and now no longer need worry about it except if he sells one.
The reality is cars that belch smoke have been subject to citation for many decades... any smoking car can be anonymously reported and with good reason.
The second reality is most 35+ old cars are not daily commute drivers or racking up any kind of mileage... I've put less than 200 miles on my 1976 Triumph in ten years...

At one time... I paid license fees for 23 cars... still have 23 cars insured... I just no longer license them and use my car trailer to and from car shows.

I know a man who paid $200.00 for a illegal smog. The car he has failed smog big time & he has a buddy who owns a star station (smog & repair). I would gladly pay $100.00 (not 200.00) but he wont tell me where the shop is. I do know its near L.A. Its BS that a 30 yr old car has to be smogged in ca. Ill be taking my car into the smog shop next week.
I have a smog appt tomorrow. Ill just hope for the best & not stress out. I was told I have to get my car hot so ill drive around for 20 minutes. The smog shop is about 3 miles away. I really hate this especially since my car is 30 yrs old.
My car passed smog yesterday. The high but passable numbers were the HC (rpm) & NO (rpm). A mechanic friend says the oxygen sensor would most likely need to be replaced in 2017. I am not sure if I want to keep the car 2 yrs from now. The gas cap needed to be replaced which cost $10.00. Total cost $64.00.
