Racing for what? To see who could go the slowest? A early 90s suburban with 350 TBI was posting 11.5 0-60 and 18 sec qt mile. Christ I think Forrest Gump would beat those numbers.
With a few mods and the right gear ratio, they could get down 15 or 14 in a quarter mile seconds. Which is not bad.
But speed is not the thing about these vehicles. It's about ruggedness and and versility such as such as towing, carrying large cargos, 8 to 9 people at once, go offroad, can pull a vehicle out of a ditch and have durability over rough terrain and streets(and the streets here in New Orleans are ridiculous ).
You're sports car can go fast..... And that's about it.

They're truck VERSIONs of the platform in the muscle car. Not the exact same. Typically the heads, camshaft, etc... will be different to provide more torque in the truck whereas in the car they are designed to provide more HP.
For example, the 5.0 liter Ford motor found in many 90s Mustangs and in the 90s F150s are the same short block, but most everything else is different. The intake manifold, cam, firing order, compression, and a few other things are different.
Duh. Manifolds, cam, intake, heads are different between the regular 5.0, and the ho5.0 the gt40P heads in the 5.0 explorer are pretty desired for a mild build. Point being, which you reitterated was they aren't the same performance wise.
The same goes for Mustangs, Expeditions and Crown Victoria's. They all have the same Triton V8 engines.
The only difference in the mustang V8 GTs are that their duel overhead cams while crown victorias and expedition are 1
No they don't, there's different blocks, such as the Teksid block in the Mark VIII. GTs didn't have dohc motors, Cobras, Mach 1s, Mauraders, and Mark VIIIs had 4.6 dohcs, Expys had single cam 5.4s

I don't know, I was sitting on my parents porch, two of them pulled up to the light, one yelled something, and they raced. I wasn't a a part of the orchastration.

A 350 don't take much to get 300hp out of, it's already got about 170.
Rule of thumb you would need a minimum of 100 hp per each second you want to drop n the qt mile. Or drop weight. So somewhere around 500 hp or lose a few thousand pounds. I guarantee you a factory TBI fuel system on a 350 will never make 5-600 hp. That fuel system cannot support that hp.
Tune? Tune what? The computer system on those trucks is the equivalent of a Commodore 64. You might be able to find someone with the right equipment to burn you a chip. Maybe if they know what they're doing. And that won't do much. It's not like today's computers
Shorty headers? It's a proven fact shorty headers add little or no hp.
Intake? On a TBI. Sure if you want noise.
Gears? Ok what size tire? Your engine better be built to pull those gears. Gears don't add hp.
None of the mods listed will take that truck in the 14-15 qt mile times. You can't stack hp. If all these mods added up come out to a total of 300 hp, you're not getting 300 hp plus your 170 for 470 hp total. If he gets 300 hp the most he will drop is about a second maybe a few tents more. But he's not getting in the 14-15s
If OP was serious he should just get that truck in a solid good reliable running shape. Get some long tube headers which btw will make a difference (if he changes heads) otherwise leave the stock manifolds., mandrel bent 3 inch exhaust, free flow cat and muffler. Send TBI unit out get it smoothed and bored out. Throw some larger flow injectors and new fuel filter. The factory ignition is plenty he won't gain by changing it. Air intake leave it. Off road the good sealed factory intake is great to keep water out.
Change the clutch fan to a electric fan that will free up some hp.
Then drive it. It's a 6500 pound tank not a corvette. You're never gonna see 350 hp out if it much less 500 but it will be reliable good running truck.
Those engines simply lack the potential for performance. They were built to be reliable work horses. Sure anything can be made fast. How much money is op willing to put in a 1990 suburban? He could buy thst diesel excursion mod it and still be money ahead. And he will sell that excursion faster than that suburban

But I'm pretty sure that that crown victorias and mustangs have the same v8. Especially for the crown victoria interceptor.
What most don't know is that the engine in those suvs(including my 90) are muscle car engines.
Next engine swap a C4 Corvette ZR1 LT5 DOHC 32-Valve V8 that way when you pop the hood it will be different and unexpected.
