Well if you are looking to put a couple grand in after purchase that very well could include an engine swap which gives you a number of possibilities of you buy something that has a blown motor.

Heck you could drop a 2JZ in your IS300 and put down near 500hp. That's a pretty popular swap with guides all over on how to do it.

Did say preferred a sedan. But even a v6 mustang/camaro of the age to be $4k are going to need a lot of work to hit 14s.

Early 2000s Celica GT-S, RSX Type-S, GTI, or Eclipse are options if open to coupes/hatch. But at that price going to be pretty beat.

I have always been intrigued by the RSX Type S... How difficult would it be to get those into the low 14 second mark?

Not much some bolt ons and the tune that's popular on them, hondata good for 14.0@100.
