I think it has to do more with the color of the bulbs really.
HID's are 4300K or higher, while halogens tend to be around 3000-3500K. Human eye has more rods and cones that can see in the 2500-3500 range they they do in the blue spectrum of light above 5K. That's why people putting 8K bulbs in have lights that look so dim. Your eyes can't see blues as well as yellows.
I have HID's in my car and love them in the normal dry conditions, but when it rains, they suck. I changed my foglamps out to 2500K yellow foglamps, and when it rains, I put those on and it makes a huge difference in my ability to see.
