Responsible for what?

responsible for everything and anything involving that car

until the sold notice is filed with DMV the car is merely borrowed

until the seller notifies the DMV that the car is sold any incident goes on the sellers insurance

in the event the seller has canceled the insurance he would be guilty of having his registered car on the road without insurance

many sellers whom failed to notify the state of the sale have been ticketed and and found liable after an accident..... especially if they allowed the buyer to maintain possession of the plate(s)
