The dealership said it was used by the GM, however, every new car I purchased had less than 50 miles on it. They did lower the payment around $20 a month. Not sure if that's good enough.
Monthly payment numbers are meaningless. Don't EVER buy a car based on monthly payment numbers. The only number that matters is the OTD number.
Ditto... If OP didn't do the math, they could've just knocked the interest rate down to lower the monthly payment, but not the actual price, assuming OP used in house financing.

And a lower interest rate is a bad thing? On what planet?
The dealer I used to use gave out 3 or 4 new cars as loaners for cars that were being worked on. Once they hit a certain mileage he'd take $4,000 off the price and sell them. They were working on my car, gave me a loaner with 1,600 miles on it. When I went back to pick up my car.... I traded it in instead and bought the loaner.

Would you buy a new car with 1200+ miles on it? I'm having a hard time believing this car is brand new with mileage on it. Its not a whole lot, but, it's nagging me.
The car hasn't been titled. It's been used by a dealership employee. These cars are usually used by dealership owners and management. When they are driven for this purpose the dealership license plates are on the car. Therefore it isn't necessary to title the vehicle.
I've driven lots of these type cars when I worked at various dealerships over the years. It wouldn't bother me to purchase it.
