I've seen ones that do, but they're rare. They much be custom made, or specific for that car. The ones I've used were handed down, or purchased at a store. AFAIK, they still seem to be worth it even it it's crumpled up like in the image below....
I think it should help a bit with reducing temperature. And shade will stop direct sunlight to protect surfaces/seats/etc. Now, in that picture, I suspect the interior is already beat up.
A grade school science project studied three different types of sun shade in the same car and used another car without a shade to compare. The reflective bubble type shade kept the car the coolest. Your car will still warm up but not as much as it would without the shade. A plain cardboard type shade is not going to protect you much.
our house was built in 1920 so no insulation upstairs and its like a furnace! This summer i went to Dollar Tree and got 1 sun shade for each upstairs window. It doesnt go all the way around but covers the majority. I wasnt sure it would help much but it actually has.
So in my opinion, any shade is going to help with the sun, at least a little. You just need your seat and wheel cooled off really.
Anything is helpful in a place where it really gets hot. Like in Phoenix where you can burn your fingers on the ignition switch if it was not shaded. You see cars with towels draped over the steering wheel.
In NJ, my dad used a cardboard one. I showed that to my uncle visiting from Phoenix, and he mentioned that the sun was so intense there that they have to use a thick, metallic mesh one. The cardboard one like pictured in the OP does nothing
