The other day I came to a stop at a left turn traffic light with an arrow. So I waited and waited and waited. The car in front of me finally gave up and made the turn. I moved up and waited. Trying to be a good citizen, I kept waiting for the green. In the mean time, the guy behind me started honking his horn. To make a long story short, I too made the turn because the light was not about to change. Not sure what the proper thing to do is. Could I get fined for it?

Sure, you could get a ticket if caught, but I am willing to take the chance after taking a good look around to se that no cars are coming and there are no cops around. Before that I'll try backing up and going back over the sensor. They do get stuck, but proving it in court is difficult.
I encountered that once before. Waited through two cycles and the left arrow was never given, the sensor for the lane must have been on the fritz. I made the turn when the straight green was on and then reported the malfunction to the city(found a link just for that on the city page).
Not sure of the intersection specifics. Could make a right turn at the stuck red light, and then make a left turn to get back into the direction you want to travel.
I have an intersection like that near me. I make a right turn and then a U turn at the next intersection. I've seen many people sit there for 10+ minutes. I've reported it to the DOT who has done nothing as it is a pressure plate and the don't want to tear up the street for some reason.
Wait till the car behind me starts honking, then drive thru it. If cop stops me I'll point to the car that was honking and tell the cop " HE TOLD ME TO."
Treat it as a 4 way stop. A cop is going to notice traffic acting strangely and is not going to give you a ticket unless you act like a complete jackass with disregard to the safety of others when you drive through it.
