Nothing new. This idea of obscuring the plate have been around for years. It's usually a violation and one can be fine for it. Since you are in PA, there is a specific code for this violation. Heck, you can get a ticket if you throw some mud on your plate to cover some of the numbers/letters.

Yes I agree, I always have thought it was terribly unfair and unamerican. It obviously is for money for the politicians, not public safety.
