I think it depends on what state you live in, and the cities themselves vs generalizing the entire U.S.
Living in CA, a lot of people have newer cars, and people seem to take good care of them for the most part.
But then they're poorer areas where the age of the cars are much older and beat up looking. This isn't the case for everyone, but depending on location and income levels, you see beaters that people use to drive for work or to haul things, then they own a nice car that is kept in immaculate shape as their daily driver.
So it's hard to pinpoint the exact answers, but I will say us Americans have it pretty easy as far owning a car goes compared to many European countries. We take it for granted.
Germany has the TUV inspection. England the MOT. They can be very comprehensive ... and inspect stuff that is hardly ever glanced at in the USA. For example, if a manufacturer specifies that the tires be dismounted and the rims inspected at an interval, this must be done to certify the car for being roadworthy.
There are cars on the road here as daily drivers that would never be allowed on the pavement in the UK. I frequently watch the auto restoration show Wheeler Dealers, which was originally produced totally in the UK. In one episode, mechanic Edd China mentions that a crack in the windshield of one car would "be an MOT failure". There was also mention that a rust hole in a floor pan would fail another car.

Even the Taxi-Cabs are very well maintained in European countries as compared to here. In general, cars as well as insurance is more expensive in European countries. How is in-general Repair costs there?
