If you have cash in hand (and your plates) and they have the title, who cares. Report the car as sold to DMV. Give plates to DMV. Tell your insurance company you no longer own the car and it's pretty much done with.

In most states the plates go with the car, and the DMV wants to know the name, address and driver's license number of the buyer, before they will release you of liability for the vehicle.

I always require a buyer to show me their driver's license, before I sell them my car. Without that I have no idea how you can transfer liability for the vehicle.

The OP should probably just forget about it, and hope for the best.

List those states. I've never had to do it in the manner that what you posted. Even in Oregon the plates belong to you and not the buyer.

You just totally made that up. That article says no such thing about plates belonging to you, not the buyer. The only thing it says is "If you need to dispose of old license plates, you can do the following." In Oregon the plates transfer to the new owner free of charge, or the seller has to pay a plate transfer fee, to transfer the plates to another vehicle. Also as that article states, the seller must complete a Notice of Sale or Transfer of a Vehicle form to remove liability for the vehicle, which is consistent with what I posted.
