how many miles are on the vehicle? if under 100,000, then it should be a warranty issue since the federal government requires emissions systems to last at least 100,000 miles.

Did you sign anything?

If not, be polite, and tell them to cancel order.

There are generic cat converters that will work. For less then $400.00 including labor.

OP does not state why a converter is needed.

I'm surprised they ordered it without you paying for the part. Usually special order parts are paid in advance.
You can go buy some crappy aftermarket piece for 3-400 bucks and pay a hundred or so to have it installed. Aftermarket cats don't last as long.

Btw are you SURE it's your cat not your muffler?

No, you don't have to pay. They aren't on the hook for the part if you don't take it; they can send it back to their distributor. It's not uncommon.

Also, I agree with what was said before- universal catalytic converters are DIRT cheap and take very little shop time to install. You can get them for $50 on amazon. Might as well get a new muffler while you're having the work done, it's also very cheap and easy to install.

You didn't tell them you were going to have them fix it so not your problem that they already ordered it!
