Yes, it is the replacement for the CC. It's really just a next-gen CC by another name.

I was having trouble figuring out the car because at _first look_ it look a more premium and attractive car than the A3, and every bit as good as an A4. Although that's maybe just on options, not on handling or not for the base model.
The Arteon is indeed a replacement for the CC. It is bigger than the current CC and close to the current US spec Passat and is bigger than the new A5 sportback.
VW found that the current CC wasn't getting conquest sales from other brands - it's best customers were Passat owners. Here in North America, it will be going against the BMW Gran Coupes and the A5 Sportback but mostly it will compete against the upcoming Kia Stinger.

If I recall correctly the A4 is mid-30s too.
The Arteon is rumored to start somewhere in the $36,000-$40,000 range, so it has to be at least as good as an A4 to command those prices.
I don't really understand what VW is doing. On one hand, it has been traditionally more a more upmarket brand than most of its competitors with Phaetons, six-cylinder Jettas, eight-cylinder Passats, ten-cylinder Touaregs, and the like, but recently it has been moving more downmarket to better compete with the likes of Honda and Toyota (see the latest Jettas and Passats). This seems like a step in the complete opposite direction. I mean, I guess the outgoing CC was priced too close to the Passat and wound up competing (and losing) to it in sales, but this seems like it is positioned maybe a little too far apart from the Passat in terms of price.
I know this is an old thread but I thought I’d give the Arteon a shout out since I checked it out in detail at the Auto Show recently. It was, without a doubt, the coolest car to me for the money at the entire show. Gorgeous exterior, way more interior room than a Passat, let alone an A4, great sound system from Dynaudio, AWD and a huge cargo area. The interior was just nice enough, not up to Audi standards but a step up from any other current VW. Worth checking out.

Replaces the CC. When VW designed a NA specific Passat, eg supersize fast food version, the CC came about as somewhat of a throwback to the old Passat, higher quality Passat. The CC also let VW which is notoriously stodgy play around catering to market fads. The fad at the time was useless sedans that looked good with those sweeping coupe-like lines. Eventually everyone figured out they were terrible and had no headroom, but then they also figured out that if instead of swept the roofline back farther and turned it into a hatch back it achieved a similar aesthetic. Not quite as good, but they now had headroom and weren't useless. They also gained some of the functionality of a hatchback.
Me, I'm unabashed box lover. I'd rather have an old Volvo brick shape than give up the practicality. But the new fad is acceptable. While I don't think I'd ever buy a sedan again, things like the Arteon or Kia Stinger are acceptable. I'd rather have a Volvo brick but I do admit the liftback sedan thing does look better. Unfortunately, from the reviews the Arteon drives, well, not so well. Just what you want. If you don't care about the sport side of things it's fine. Having not driven it though I'd probably gravitate more towards the Stinger. Something wrong with the world when a Kia is more fun to drive than a German. But with both VW and BMW producing the snooze mobiles they're turning out while the Koreans poach all the old designers and engineers they can I guess it shouldn't be the surprising. The old Passat a used to drive well for the segment. The new ones, not so much. The Passat CC had that reputation as well. Looked sporty, did not drive it.
