I suspect that with an air vent closed the fuel couldn't flow any more, it's there to relieve both vacuum and pressure. Typically it should start up again when air is let back into the tank. If not, an old, soft hose could have been sucked closed or gotten kinked and be blocking the flow. Check the hoses, if OK, try priming it.
My outboard is in the shop. The low speed jet in the carburetor is clogged. It runs fine wide open throttle. 10% ethanol gasoline is evil on boats where you're not refilling the tank every week. Non-ethanol gas is illegal in my state other than at airports. You can't even buy racing gas.
My last Ford power window failure was a window regulator on a Mountaineer.
NHDave, don1945: I suspect he's implying there's a connection between what's happening with the boat motor and with the car window.
Oh, in that case, he simply needs to change his shoes.
