The car is under warranty unless there is a serious problem (was in a flood) which would have to be disclosed.

Agreed.

I'd move on. Something fishy. No quality dealership lets any car sit that long on a lot. Or there is some unknown story connected to this car.

Ask the dealer if you can speak with the previous owner if you are still interested.

Drain the gas tank. Fill it with a few gallons. Get it going, one way or another. Warm it up. Change the oil and filter. Run it for a while and look for problems after that.
