A car that's surrounded by other vehicles doesn't sound like the best one to steal. I assume the carjacker would want to start moving as soon as possible.

Maybe. We're sitting here waiting for the construction crew to open the lane. I# whatever is bumper to bumper. That's just not going to happen.
