This means going really slow and the cop probably doesn't even want to be stuck going that slow. But it's taking a risk if you go over the speed limit. What do you do?

The speed limit is the law.
Speeding up means breaking the law.
Go on your merry way.
If the police need to go someplace faster then they can just turn on the lights and pass. Or if broken white line just pass. Or two lane (each side) just pass.
Below the limit? Only if I'm going up a hill and the cruise control is lagging a little. On the flip side I'm almost certainly going over the limit on the downhill side. If in town, who knows, I could be over or under depending on what's going on around me. I generally don't pay much attention to cops because I break the law even less than those LEOs do. Haven't even been pulled over for 20+ years at this point (random ID/insurance checks aside, seem to hit one of those every 3~4 months).
Mostly, I'm wishing there were MORE cops out there on the roads pulling people over. Can't drive 10 minutes without seeing a dozen people who shouldn't be allowed to drive as they are a danger to themselves and everyone around them.

Problem is speeding does not equal bad driving. You can be a bad driver regardless of speed. Speed should never be the lone indicator of a bad driver. Cops will just put on the radar gun and just pull over speeders, even if they space themselves out and driving with in flow of traffic. I'll take that driver over one who is erratic and weaving in and out of traffic

This happens all the time, because the police station is right next to where my daughter works and I pick her up at the same time as the police shift change. I will remain at about 2-3 over the limit, because they are not likely to stop me for that, and never have. That's driving a red Challenger. I am, however, careful not to zip out and chirp the tires when the light changes to green. Driving under the limit is dangerous, and at the limit exactly makes it look like you are doing it simply because they are behind you.
No, but if he's there too long, I will change lanes or turn or do something inconspicuous, to get away from him. I may even pull over and stop, where it is legal to do so, and pull back out after he passes.
