Pretty common for a road entering a city or congested area to drop in speed limit, and for traffic going the other way, out of the city or congested area to gain the speed back. I bet I can drive in a 20 mile radius of where I live and see the same thing.
In fact, a mile from here there is a stretch northbound out to the country that goes from 35 to 50; however, when traveling southbound it goes from 50 to 35.

Peculiar thing is - those signs are across the median from each other.
Traffic is actually about same AM inbound and pm outbound.
And yes, there is very normal turn median. It's a 5 lane arterial, actually. Used to be old HWY Seattle inbound. Before I5.
I just can't get away from suspicion that the way it is situated - you are in a 35mph arterial, doing 40, what is pretty normal, then you do pretty much a 75 degree turn and in your face there is 30mph sign - and cop sitting there. There is also no warning - lower speed limit ahead or something. Should it have been in more clear view, say 300 ft down the road - I'd have totally understood it, it's dense industrial area with a lot of people crossing the road to their work places.
The sign is sort of - mean.
Come to think, same side of the Airport Way inbound, past Boeing Field, drops from 45mph to 30, but with a nice "30mph SL ahead" warning. Then, maybe 3/4 mile down the road, it pops back up to 35, speeding up traffic, just to hit that 30mph I mentioned again.
Mean.

Trying to find a scenario where such of road would exist? Meaning not having it just a two way road.

I've also seen instances when a road is the boundary between cities/counties. Each side of the road falls under the jurisdiction of the county "on that side of the road" and also has a different speed limit.

1. yeah, that's down the road, by Tulley's. They now have nice crosswalk with flashing lights when pedestrian hits th button. But that's good ways away from that turn.
2. I have not noticed it but I surely will check Tuesday. that's my normal commute route. There is one way back before this, end of Boeing field, transition from 45 to 30. That I saw. Then it jumps back to 35 after the bridge and past the Sodo area, stays 35 on straight stretch until Spokane street, then Airport way does that turn and boom.. But I'll look.

State Line Road in Texarkana IS the state line. Northbound, you're in Arkansas, southbound, you're in Texas.
