Sniff the seats deeply. Submerged seats can't be rid of the smell completely for a long time if ever, without being replaced.

Odd how a cell phone is chock o' block full of water detection stickers to indicate damage but nothing in automobiles

Guess it doesn't work well for the used car business model of ripping off the customer at every opportunity.

OP, are you trying to buy from a private seller? If so, why not ask the seller?
Many dealers have Carfax or similar vehicle record available online at no cost.
I've been doing a lot of used car search and so far I haven't spent single penny and I've seen plenty Carfax reports.
Carfax also has a used-car site (links to partner dealers):
https://www.carfax.com/cars-for-sale

I wouldn't mind parts, I got a few project cars that I need parts as long as they are in good condition and not damaged by water.

This is a very good point. I suspect no one ever thought of it because it was not that big a problem until recently. Now it is likely to become a huge problem. Maybe they will require this soon.

I suggest sniffing underneath the seats. Don't want to start sniffing seats in used cars. Probably all kinds of slimy effluvia on the seat part of the seat. Besides, water does nto need to get all the wat to the seat of the seat to make the car a bad idea;

Peel back the edge of door gaskets.
Turn on AC and or heat on HIGH. Sniff the vents . Mold or a new car sweet smell ? Run away.
