You can order new trucks with 600+ hp engines, but the more power you make the more fuel you burn. Fuel mileage usually wins out, especially for big fleets.

It has nothing to do with tolls. The highways approaching the George Washington Bridge, generally Route 4 and I 95, are not toll roads, they are just very congested (Remember how Christie decided to punish Fort Lee a few years ago?), which encourages people to get off the highways and take surface streets. Residents complain that their local roads get so filled that they can't even pull out of their driveways.

Put in some roundabouts, rotaries or "traffic circles" as they call them in NH. Slow down the traffic.
