California allows(ed) them int he car pool lanes on the freeway. That can cut 2-4 hours a day out of your commute if you are commuting from say Orange COunty or Riverside County to LA. That is up to a month of 24 hour days in time savings. Pretty compelling reason to get a hybrid or EV.

Not that long. I drove from San Bernardino county to nearly downtown LA and the carpool lane cut my commute down by maybe 15 minutes each way but still just over an hour 15 minutes or so each way on average.
It's a very small percentage (~3%), but it's growing fast. It's 50% in my garage. In fact, if it ain't a turbodiesel it's electrified. I've got the following:
We've had the Fiat for almost a year and have added 23K miles to it. We've reduced our gasoline usage by 1,000 gallons and diesel by 200 gallons over the last year (based on miles driven compared to prior years). My wife uses the Fiat for her 50 mile commute from Newport Beach to Century City a few times a week. Other days we just use as a local errand car. The TDI is great for road-trips, the Duramax for hauling, and my wife uses the Lexus for longer range driving while I use it as an errand car when she has the Fiat.
It's crazy how cheap you could buy up those 500e's in California off lease. Not really available in other places that cheap. People complain about the cost of getting into electric but it would be hard to find a commuter vehicle as new for less.

Orange County to LA usually about 90 minutes, but you cannot rely on it. If you need to be on time consistently, you need to leave 2.5 hours. Even at 3 a.m. it took me 90 minutes. If you get really lucky, you can make it in 30 minutes, but that is like go buy a lotto ticket luck. The train is more consistent. Never less than 1.25 hours, but almost never more than that. In the carpool lane you can reliably make it in an hour, and often considerably less.
Going out to the inland empire on a Friday can easily take 4 hours. It can be less on other days of the week, but not always. Going into LA about 2 hours in the morning, but I would leave 3 to me certain to be there on time.
You can do better during off hours (i.e. before 6:30 a.m. and after 8 p.m. but few jobs let you have that flexibility.
