The title is probably at a Payday loan company. As a good citizen you should offer to pay the loan off so they can get the title and then pay them a little extra for the car for bothering them.

I'm seeking a used car. (City travel to and fro work. Nothing fancy). I went and looked at a car by a private seller. With the provision that it be looked over by a mechanic BEFORE I make a solid offer. THe seller seemed a bit hesitant although I was going to pay (invest) in having a third party check it over. The seller then said, well, it doesn't have a title right now. (Red flag time!). THis could mean he simply needs to contact the DMV for a copy of a title or else it has a lien, (which would halt my offer entirely). Anyone have any experience with Private sellers who have no title? AM I making an issue where there is none? Its tagged inspected til June 2018....

First thing is to find out if the vehicle is titled IN HIS NAME and if it isn’t does he have a power if attorney to sell the car
Then second thing why he doesnt have the title.
Third if he can get the title.
If the answer to the first question is No, walk away because it’s not his car to sell

Did you ask what they meant by "It doesn't have a title RIGHT NOW ?" What does that mean ?
You need to run away not walk away. Two months ago, my Son bought a car out of California that supposedly had a clean title. He had it shipped in, and the title was not clean. For two months he has been in contact with the seller and the California DMV, trying to get a title he can register in Florida.
He is still jumping through hoops, and is going to our tag office tomorrow again to try to register it in his name. If he hadn't gotten a good deal on the car it would have been shipped back, but he is willing to do whatever to get the title he needs.
Update: the seller was called. He mumbled how either I wanted the car or not. Diverting the title issue. I told him I am interested and he can call me back after he gets the clean title and the car in for mechanical assessment. He claimed that I can pay for the copy of the title and we can work from there. My state requires only the title owner can apply for the title ....(Unless they have power of attorney) which I doubt this young kid has. He is short one spark plug in the brain when it comes to common sense and how to sell a car. He's restored my faith that osmosis really does exist!.

Based on the bold statement, it sounds like he lost the title and doesn't want (or can't afford) to procure a replacement. I'd just tell him that nobody in his right mind is going to buy the car from him without the title and that you're not interested until he has it in hand.
Just saw a 'no title' car for sale on CL
Old VW Cabrio in the St Pete area, Florida. Car is from Canada, Canada tag and no title.
Anyone who moves to Florida and brings a vehicle with them has 30 days to get a Florida title. But you can't just go to the tag office with your out of state title. You must also bring the car for VIN verification on the car compared to what is on the title. And not only do you pay the title fee and registration fee but because it is an additional vehicle in the state, you also have to pay a $300 'impact' fee.
Bad enough to have a no title out of state car. But a no title out of country car? Good luck to the fool who doesn't know the procedure that buys that car.

Smart move on your part, you just saved yourself a lot of headaches.
My son finally got his title done and in his name, so that worked out well. Now he can start restoring the car and not have to worry if he could get it titled when the time came.
