I wrote a blog post on this very subject about a year ago. Part of the problem is with the manufacturer, who thinks, "Oh well, why put in another sound mechanism for the lock confirmation? The horn's already there; let's just use that and save money." Some manufacturers put in a nice chirp mechanism, but many save money and just use the car's horn.
And yes, it is annoying. The other part of the problem was stated by many posters above, whom I will paraphrase and summarize as follows: "Couldn't be sure the lock actually locked, but by this time I'm 30 feet away, so hit it again." Now excuse me, if your car is so important to you, it's worth staying there until you know it's locked. This is why someone walking by your car gets a fright when the horn goes off on a seemingly unoccupied car. Is it too much to ask to spend 5 seconds of your very valuable time to lock it while you're there?
Folks who don't care enough to think and try to be considerate make up too big a percentage of city life these days.

My car has an option to turn it off and just the lights blink. There is also a little red LED on the top of the dash that strobes to indicate it's locked and the security system is active that can be seen when looking at the front of the car. There is another near the radio, never looked but probably viewable through the back window. The light is difficult to see in the day but very visible at night.
OP you have a problem bigger than neighbors having dogs bark, and peoples cars chirping when they lock their doors walking away from their cars. Your neighbors are not bothered by the dogs, and most people hear a little chirp which does not irritate the general public.
You on the other hand, are completely upset as you hear these sounds that are so normal other people are not upset by them. You are not going to get people to change.
My wife has had ear surgery, and she has had to use white noise machines for decades. They work.
Instead of expecting others to do away with noises that bother you and not offensive to average person, you can solve the problem with very little effort on your part. In your situation, it is up to you to make the changes, not expecting other people to change to stop sounds that only bother you and a very few other people on the planet.
Some cars required the double lock to arm feature. My old Civic was a push once to lock, push a second time to arm and you get the little beep.
My current GLI is a hot once to lock and beep. Sorry but with kids and life I’m not always looking or listening for that slight lock sound. Also if you are not 100% where you parked it helps to navigate back. And I’ll add in when walking to or from in a shady area it can deter.
Oh also going in places I sometimes forget on my way so hearing the beep from a distance is satisfying. I also lock/beep when I’m in the garage at home oh no!
