There are periodic enforcement efforts for that here in WA.

If it's even physically possible for you to be passed on the right, you should be over to the right.

Because some people (even here in C-D) assume wrongly that if you are doing the speed limit in the left lane, then you are not breaking the law. People get big headed and stubborn when it comes to this and it shows in their driving.

Was she just ignorant of the left lane rule?

I was heading to work one morning, and there was this slow driver just driving along in the fast lane. I flashed the lights at him, nothing, then I flashed a few more times and he finally moved over. As I pulled along side of him I decided to tell him off, so I yelled over to him "You dumb SOB..." and then I noticed the stripes on his shoulder, he was a State Cop ! I stopped in mid sentence !

He must have thought it was funny, because he never stopped me.
