Traveling most Texas highways at 85mph is safer than most Virginia highways at 75mph I think. Though I must say that 85mph is pretty danged fast.

Virginia it is Reckless over 80. Jail time is up to the judge, but usually only those over 90, not 80

People would pay more attention to construction zones if construction was actually being conducted. Just sayin'.

I used to drive through this area daily.

This is a very heavily trafficked suburban area with a lot of office buildings, shopping, and thru-traffic from the core city back to the suburbs. An IKEA was recently opened near there.

I'm surprised the driver could even hit 120.

Does "empty" mean nobody anywhere? Or does it mean five guys leaning on shovels or on the side of a truck, watching one guy either work or, more likely, talk?

Absolutely. They do that in Ohio all the time. Gets the word out that the Troopers are doing their job. Also highlights the dangers and penalties for such stupidity.
