Audi A4 is related to the VW Passat so if there’s a VW dealer nearby consider looking at the Passat. Of the two you listed I’d go with the Legacy but move up to the six cylinder.
That's a car that my uncle was strongly considering. Is that also a comfortable car, or..?
The A4 and Passat are not related at all. They are on different platforms, different engine options, FWD vs AWD, etc. Both are geared toward more sporting/handling pretensions than cruising comfort.

New Passat is quite comfortable and lots of comfort features.
As mentioned... Go try them out (For a weekend) Drive all types of roads / conditions.
Sounds like uncle is gonna keep this for awhile, so have him consider whether he wants / expects to be driving his choice in 10 yrs. I.e. if he will be approaching age 80, lots of seniors prefer a tall vehicle, easier to see out of and get out of.
Many age 70+ seem to like Crossovers and small SUV and minivans. (I always choose the 'sport' version of any vehicle, as I prefer a stiff ride and tight corners, not a smooshy ride. (Chevrolet / Buick / Ford sedans)
I will be driving my Passats well past age 80, because I enjoy 50mpg. (diesel only) Gasser should get 30 mpg mixed driving in TX.

He plans to keep the car for about seven, maybe eight years. He's 59 now, so he'll be about 66-67 then.

You’re correct. I heard wrong information from someone who should have known better. Went and looked up the information to verify your statement and saw you are correct.
Looks like the Legacy no longer has a 6 cylinder but it does have a 2.5L turbo.
I would strongly go find a H-6 Legacy, those are rare and the engine is very good to drive around town. It's not as great as the turbo on highways but they are much more durable longer lasting. The 2.5L will leak oil at some point and even though the Legacy's turbo doesn't push that hard. The 2.5L bottom end tend to leak this is why the Legacy GT around 06-11' are very cheap.
I don’t know why someone in Texarkana would want the fuel economy and tire wear penalty of an AWD car. Someone doing 20,000 miles per year probably isn’t going to want to drive an Audi that requires expensive premium fuel. Coming from an Impala, the Avalon was a good suggestion.
