This is the one that will not have the engine turn on no matter what you do to the accelerator.
Plus it has a lot of all electric range. Many people almost never put gas in their Volts.

Yeah, I've owned mine for 7 years, and out of the 40,000 miles on it, maybe 10,000 of those miles were with the generator running: some winter use when the temps were under 24F and a couple long trips up to upstate NY, Maine, and Tennessee. Everything else has been commuting on electricity.

It does 113 eMPG. Just like the Volt. If you're out grocery shopping you're not gonna burn any gas but unlike Teslas that need to be recharged you can also charge by driving on gas. You can't have a hybrid with a huge battery then it becomes a weight penalty. That's why big SUV hybrids don't make any sense.
How about a Hyundai Sonata Hybrid or a Ford Fusion Hybrid?
We've got a Fusion Hybrid Titanium. A '17 last year for $20k. It had already depreciated about 50%, has basically every option.
But there aren't any new ones anymore

35 or 50 (Gen 2) for the Volt versus 25 on the Prime. Neither are a lot but for many people enough that they'll rarely use gas.
I looked at the Volt when I bought the Prius. There main reasons I didn't go the Volt:
Reliability. It was newer then and GM makes more junk they don't stand behind (Silverado with cylinder deactivation, Caddy early Northstar engines). Been out long enough now I'd cross that one off.
Practicality. I had to hunch a bit to keep from bouncing off glass in the back seats at 5'9", cargo room is less than half of the Prius, less versatility.
Poor fuel economy. I did a lot of longer driving, 100 to 200 miles a day. Premium fuel and 42 mpg vs regular and 50 mpg. Prius was cheaper for the driving I was doing.
Volt drove better, looks better. Of course just about anything drives better and looks better than a Prius but really for an eco hybrid the Volt does drive quite well. But the non eco hybrids like the Camry or Accord are more practical vehicles if you need the back seat and get better fuel economy. Obviously no EV range though. Volt just isn't practical enough for me, not are the hybrid sedans. Most logical replacement for the Prius for me would be probably the upcoming RAV4 Prime. 39 mile range, quick, practical. Won't be under 25k though and obviously not fun to drive.
I love my 2010 Prius! Approaching 110,000 trouble-free miles, averaging about 46 all around mpg on regular gas. No plugin required. There's an article online somewhere where these Prius's are good for 250,000 miles.
Buddy of mine bought a lightly used gen 2 Volt about three years ago--was raving about the car when he bought it, still raves about the car now.
Also, the top of your budget might get you a 2016 Cadillac ELR if you're lucky. Then you would be driving a Cadillac and that would make you a pretty cool person. I have no experience with it, but I sort of want one if the price of used goes down enough. It's still crazy how high the original sticker price new was.

I've had my 2018 Camry Hybrid since 8/2017, and it's been a fantastic vehicle. Not only does it get 46 to 49 mpg all the time, but it's never seen a shop for anything. I do my own oil changes. It is the first of a totally new generation hybrid.
The Camry Hybrid is downright quick, and it's so silent when running around town electrically up to 50 mph.
And best thing is that it only cost $27K, about $5K less than the average automobile. I consider it a bargain.
That's up there for a Camry. Average price for a vehicle is so insane now because of SUV's and Trucks
