I am leasing the car and the leasing bank told me I could bring it to the US for 6 months, before having to bring it back.
Does Florida require me to register it in Florida and change my license to a Florida license during the 6 months?
Do I need to declare it at the border or get the EPA check done to it? They told me since it's built in the USA (Outback) it won't be charged duties even if I was importing it.

No you don’t have to register it in the state of Florida. Florida is like a warmer Canada lots of Canadian citizens down there, they even have Canadian drug stores there. I lived in Clearwater Florida and i seen vehicles as far as far as Nova Scotia , and Calgary there . They stay just long enough and go back because of your health insurance. Most live in mobile home parks.
Snowbirds reside in the US in southern states all of the time. Part time up North and part time down South.
People can only have one legal domicile.
Having spoken with some Canadians in the USA down South. They keep their Canadian drivers license. They are only allowed to stay in USA for no more than 6 months or there is some sort of Canadian penalty. Some obtain a non-drivers license state issued ID. Obtained from the state DMV.
Have driven my car to both Canada and Mexico. And no one asked any questions about registration.
What the Canadians will ask upon return - I have no idea.

The 6 months is because of their national health insurance system, if they don’t go back they lose coverage.
All provinces, except Ontario and Newfoundland, require you to actually live in your home province for at least six months plus a day (183 days in most years) in order to be considered a permanent resident of that province, and therefore qualified for provincial health insurance (medicare) benefits.

As mentioned they lose their health insurance, but there is no penalty. Once back, they have to reside in a province or territory for about 3 months, before their insurance kicks in again.
Canada does not set any time limit a Canadian can be out of the country. It's the country they are in that sets that and in this case, the US.
An American staying in Canada abides by Canada's rules on length of stay, which is 6 months as well.
