What I'm saying is, if they care about air purity so much here, why have they stopped doing emissions? Was good money too. I went to WA DOT site and they say "our air quality is so good, we do not feel like running emissions anymore. OK, then WDH are you fining truckers for idling?
This appears to be feel-good legislation supported by zero knowledge of the on-the-ground facts. Elect stupid people get stupid results.

Probably an engine tracking and reporting monitor on new vehicles.
Those of us with vintage equipment will be monitored by snitches. (There are plenty available on left coast). Retired postal worker monitors, surveys, and reports on our 5,000 acre area every week using drones. The Fed's, State, and County all get his reports. As well as a community non-profit land use group who enlists hundreds of volunteers to do the same.
Similar to illegal handicap parking. Citizen watch group can legally cite offenders. There are also a lot of 'for profit' companies doing community policing. School zone speeding citations and monitoring cell phone use while driving is a very profitable 'snitch' business done by out-of-state entities.

It seems like they would have to hire and train a few hundred "idling police" to handle this. Perhaps they could hire the low income minority people living around the truck traffic areas and airport that they say are
having their health affected by truck exhaust. They would certainly do a good job, like the city of Bellevue hires senior citizens to enforce the handicap parking laws. Oh, I wonder if the city of Seatac will get onboard with this (no pun intended) and ban idling jet liners at the airport.
Well, if it passes I hope people stock up on a lot of goods before it takes effect, because if I have an older truck and it's wintertime, I'm not delivering in Washington state.

or CA... (Everything CA does, OR and WA emulate and later adopt)
No older than 2010 diesel engines in commercial vehicles allowed.
That requirement does NOT pencil real well for 1950 -1970 diesel trucks that I use a few hours a day 6-8 weeks / yr for harvest. Total annual emissions... nearly zero. $30,000 new engine with all kinds of high maint emission options not desired.
Nope, not a truck driver, but I can't think of a good reason to idle a truck, or car for that matter, for more than 5 minutes. Maybe you can provide a good reason, other than running the air conditioner or heater.
