It is a moving violation in Fla. and causes numerous rear end collisions.
Yea, not legal in CA either, but you would need to see a cop who cared.
In CA we have a law from 2005 that when you turn on your wipers you must turn on your headlights as well.
The drivers here in CA driving with blinkers on, hazards on or headlights off are usually the drunk drivers.
I don't know about the exact legality of it, but I have habitually put on my 4-ways whenever I'm forced to slow to what I would consider an abnormally low speed on the Interstate by traffic or whatever. I see truckers do this when climbing a hill at low speed, and, to me, it makes sense. Whenever traffic builds up behind me at the same speed, I turn the 4-ways off.
The practical message of 4-ways is "I am stopped (or moving slowly) so don't rear-end me".
