This man was pulled over for driving in the car pool lane with a dummy on the passenger side. He got pulled over because he forgot to buckle the dummy.

A man was caught in Houston several years ago with a blow up doll in the passenger seat. The cop did a double take and stopped him. BUSTED!!! Some people try anything.
what I dislike about HOV lane laws is that in most places a child (someone who CANNOT drive) counts as a second person...HOV lanes are meant to encourage less cars on the road...children shouldn't count. It's stupid. A blow up doll should count as much as a kid would.
