Car inspection failed because front blinkers don't work (mileage, Texas, emissions)

either check and change the bulbs and or the flasher unit or take it to a mechanic to do it.. a quick check to see of the front bulbs are ok is to put on the 4 way flashers and see if the front bulbs light. If so you have another issue. If not the bulbs are bad.j

How do you check the bulbs? Take them out and look to see if the filaments are burned? Where is the flasher unit? Thanks.
Since when do they check your turn signals when you go to inspection? Every year when I go in they check under the hood and hook up a smog tester in the tail pipe. You might get a ticket from the Police when your driving so I would still fix it. At inspection all they are concerned with is emissions. I had a car with completely broken turn signals and it still passed inspection.
OK, just to make sure I reported the problem correctly. The lights are the ones closest to the ground on the front. According to the inspection guy, these are the front turn signal lights. But there is also another set of lights next to the headlights that blinks when the turn signal is activated. So there are two set of front turn signal lights on this car?

Not on my car, the ones next to the head lights are the turn signals, the ones on the bottom are just marker/running lights.

I've lived in Missouri, Texas, and Kansas.
In MO You couldn't pass if you had a tail light, signal light, or headlight out. They didn't used to do any emmissions tests but they may do that now. When I left a some years back they were getting a little more stringent on inspections. They had a time standard that they used to have to spend a certain amount of time inspecting every car...something on the order of 30-45 minutes. Some shops stopped doing inspections because it was too time consuming and eventually led to being a money loser instead of a money maker.
In TX they checked all critical lights as well as a full emmissions workup. It seems like I recall that if you lived in some low populated areas you didn't have to do the emmissions tests.
In KS they just made sure my numbers matched! I'm serious....they didn't really 'inspect' anything exept my VIN and mileage.
