What's the difference between an incorporated town and and incorporated city? If anything? I wonder why some of these municipalities have not voted themselves out of existence in terms of the tax base that they have unless they feel its better to be a town than just a neighborhood in the County. Some of the others are no more than glorified HOAs which is likely why they incorporated in the first place.. to keep something out or to control whats in.....

If people move back it'll only get more dense. City limits won't expand. Much of the city is abandoned now. If those houses are ever filled the streets will resemble parking lots at rush hour.
