I am just wondering and trying to get a feel, if Baltimore is inter-racial relationship friendly or not. I am considering relocating to Baltimore or Seattle. If you could let me know which area/neighborhoods that are accepting, that would great. Canton? Fells Point? Federal Hill?

Yes, you shouldn't have a problem here. Comparing Baltimore to Seattle is tough. I would have to choose Seattle for overall lifestyle, natural beauty, economy, etc. Baltimore has cheaper housing. On the negative side, Seattle has skinheads, Baltimore has rednecks. Try to stay away from both.
