can someone please explain to me what this is? For some reason, we are getting hit with $42 for a 'gas delivery charge', yet only used $7.70 worth of gas. How can we be charged 6x more in "delivery fees" than the amount of gas we even used?

Essentially the delivery charge is the cost of equipment and infrastructure. Look on your electric bill and there will be something similar.

You are connected to the system - you expect gas to be there when you want it. For that, a utility charges you a fee to have the infrastructure and reliable service. Further, by having a larger customer flat fee, the utility can recoup its investment in the pipes and system even if they encourage efficiency.
