Spouse will be at Andrews AFB and I got a job offer at Perry Point, MD. I need some advice as far as communities in between these two areas. I am thinking somewhere in the middle but I will be driving more as spouse works 24h shifts and I will be regular commuter. I have looked into Servera Park and Ellicott City but I didn't know if that was going to be too far out of the way. I noticed that there is a toll along this area of highway. I am not familiar with how this works, so would appreciate someone explaining this as I have never lived near one.
Schools and community are my number one priority. I have a 13 yo son that I am concerned about. I am not into the big city life, as we have lived in the country for over the past 10 years. If anyone has any thoughts on how to help or where I should start, I would appreciate it. We are comming up for a visit in April, so as of now I am only able to do my research online. Thank you so much!!

Ugh, couldn't be much more spread out. You will both be miserable if you're in the middle. I think perhaps you should live closer to Perry Point since your wife commutes less frequently. Or find a job nearer to DC. Does your wife at least commute during late nights/early mornings?

Perhaps Abingdon or Havre De Grace would be OK. Abingdon is typical sprawlburb, Havre De Grace is a rather nice little town.

There are a few tolls, across the Susquehanna River (Rt 40 or 95) and the Ft McHenry Tunnel through Baltimore. You and/or your wife can get commuter EZ Pass plans: https://www.ezpassmd.com/en/about/plans.shtml

You might consider Linthicum or Glen Burnie, as those areas give you good access to I-97 & 295 for the southbound commute, and 295-895-95 for the northbound commute.

Impossible situation. There is no happy middle. Decline the offer at Perry Point, find a place within a reasonable commute to Andrews. There will be more opportunities for you in that area.

Get near i95 around Baltimore. Should be about an hour in each direction, neither should have terrible traffic. My frind gets from Baltimore to Alexandria every morning in less than an hour which is near same direction, and another friend got from Baltimore to perryville every morning in less than 45 which appears to be right by Perry point. I'd recommend Federal Hill/Locust Point or Canton if you have any urban interest, and Linthicum, Catonsville if you are looking suburban.
