You've probably heard the story on the news- grandmother upset by cries of teething babies rubs the powerful, long-acting synthetic opiate Methadone on their gums to quiet them. Result? One baby dead, the other hospitalized. Uhm.
I'm no stranger to alcoholism/substance abuse, from the inside and the outside. But who in the name of the living Jesus believes this could possibly be an appropriate way to deal with what is at best a very minor kind of stress?
The photos of the accused grandmother reveals a scabbed face indicative of heavy Crack cocaine usage. That she has "take-homes" indicates she had, or has had, a heroin abuse problem. This individual may likely have been caught up in the multi-generational cycles of addiction so common in Baltimore, particularly among the poor and disenfranchised, black or white. No excuse. I've witnessed and experienced actions of addicts that would send any sane person running in disgust and terror. Don't try to imagine them-if you can, you've either been there or should be somewhere away from the rest of society.
Put that aside. The question remains, why was this person left responsible for at least two infants? Where was their mother/father? And if you are/were their mother/father/next of kin, why in hell would you believe it was right to leave your children with such a person? Under what possible circumstances could you justify such an action? Leave the City/State/Fed out of this-getting on a Methadone program involves a fair bit of education, a large part of which is never sell/share your medication with anyone.

Well as you point out, drug addiction is often cyclical and generational. Most likely the mother/father is just as bad as the grandmother.
