You are correct and it sounds great in theory. However, reality kicks in and this reality tells us that Baltimore County does not have a vacancy issue like Baltimore City, and higher taxes makes up for the lack of tax payers. I believe Baltimore did something right in its past, and a Otterbein 2.0 needs to be implemented.

Ok, and Youngstown has lost over 60 percent of its population and yet i pay 580 per year while people in canfield pay 2700. Yes Youngstown has a 2.75 percent income tax while canfield has a 1.0, but still makes up for it. In Baltimore i believe it is something ridiculous like 3.83 while the burbs get 2.80. I wish that things would change down there, but they wont, at least not in my lifetime. It is typical of people down there to say that I should be ignored when I have presented actual facts, its just something that the rich dont want to hear because it keeps the poor fighting for scraps where they want them.
