These Baltimoreans don't care about anything that isn't attached to drugs, alcohol, sex, steaming/eating crabs and line-dances at the butt-naked clubs. They are totally apathetic to the plight of their homeless problem.

I don't know if what you've said is true or not, but as an outsider I can say that the lack of city run shelters makes Baltimore look really bad. It immediately gives visitors the feeling that the city is uncivilized. Getting city run shelters would make the city much more appealing to the types of people that need to move in, do business, and visit Baltimore in order to turn it around. It's such a pervasive and in your face issue, it really needs to be made a top priority for residents and politicos if this city wants to become more liveable and turn its reputation around.
