Trolley used to come every 10 minutes.
They were replaced by buses that come
every 45 to 60 minutes. 'nuff said.

Subway and Light Rail tend to be pretty reliable. However, a large portion of the subway will shut down for maintenance this summer. Buses are a different story. Depending on the line and the time of day, you may be in for trouble. However, some lines do run well.

If you are speaking in terms of the system reliability, it's average. In terms of your personal safety on the system, I would say fair. I was taking the 15N bus a few years back and remember a drunk passenger got into a fight with the driver. The bus had to stop and let everyone off.
