Depends on what you like. Those places are all on the other side of downtown from Towson. Those places, plus Downtown, Mount Vernon, Hampden, and maybe Charles Village are the main choices for young people. Hampden has a good scene on The Avenue but probably not much available housing unless you can afford one of the new apartments at the Rotunda. There are also several very cool (and expensive?) buildings in the Jones Falls Valley.

Towson sounds good for a young guy like you with Towson University there-plenty of college women 18 to 25 to go after and date- Seattle is not easy for guys since its a dudefest with all the techies (East Coast better odds for guys, West Coast for women) Where There Are More Single Men Than Women - CityLab

If your job is in Towson, I'd recommend living up there too. Traffic and longer commutes wear you down over time (although commuting from downtown to Towson is a 'reverse' commute, so probably won't be as bad as you might think).

Dating scene=okay. It's not NY or FL (or even DC), but there are options.
