Exactly. I understand the negatives of gentrifications but the city needs a realistic tax base.

You have one ****ing Subway track that runs from Owings Mills to Johns Hopkins hospital? That is your only subway. Then you have a half assed light rail that runs from Hunt Valley to Cromwell. The entire East section of Baltimore (both county and city) gets no service. The entire Southwest Section of Baltimore gets no service.

Now look at DC's Metro. You've got the Red Line, Green, Line, Orange Line, Blue Line, Silver Line. Most areas of DC are connected. With that kind of infrastructure you have more maintenance and upkeep. The metro is so heavily used, when it shut down for a day OPM made a 2hr delay into work.
