From a practical point of view, that certainly isn't all bad news for the city. Good point there's been some push back on these numbers as people note home sales appear strong & post office reports a 1% in undeliverable mail. This implies fewer vacant homes. It's quite possible poorer blacks are using voucher or other means to move to the county while those with means move in.

This is a city in decline. What hurts Baltimore is every other major city in the mid-atlantic and Northeast is better positioned. It is hard enough for a city to dig itself out, but Baltimore has done a bad job to distinguish itself. Also in terms of cost, Baltimore is cheap in comparison. The safety issues loom large though.
I don't know which Baltimore you're referring to, but this Baltimore isn't in decline. Also, DC, unlike any other city in the country had the Feds insuring the success of that city, however, there has been a lot of doom and gloom in that city as of late. Baltimore, will be the one of the countries biggest success stories.

Baltimore is in decline and the future is bleak, because democrats run the city and it's not
going to change, for the better under them. You will never find the amount of section 8/welfare renting in rural areas of the country, that match Baltimore in number. It's an obvious mess that took years to mess-up..

? Effectively all sizeable cities are run by Democrats; that's not a distinguishing characteristic between leading and lagging cities. And if you think rural areas are doing well financially, overall, then you should read more on the subject. I don't follow the Baltimore board closely, so apologies if you're being sarcastic and making some sort of joke that's going over my head.

Well maybe If B-more can foist more of their useless Section 8 population on to the county, things will improve in the city.

No joking on my part,Baltimore is a mess. ANY day the residents will riot again, as not much has changed in the past year. Gloom, despair aND agony on high. It will only get worse.
