I moved to Baltimore in 97' currently on S. Charles street. I can't agree with Pigtown being great. While it's got some momentum in spotty areas, I'd not recommend it unless stepping up to the isolated $400,000.00 developments. It's still a dangerous area from the new Montgomery building north to the ball park on Washington Blvd. Mt. Vernon is shaping up very nicely and boasts some great new eateries and newer shops etc.. It's coming along and the prices are still somewhat reasonable. Patterson park is coming but not quite as quickly - in my opinion, your $$ will go alot farther and you'll see a healthy equity increase if your taking a 5-10 year approach in the patterson park market. If you can avoid Baltimore city directly, you may consider it. Property taxes have been hiked up to the point where many of the dual working class families that helped spur the downtown growth, are now being forced out. 2 on my block alone since July taxes came out. Property taxes are 2.5% and alleged to increase: IE) $300,000.00 home @ 2.5% = $7500.00 by 12 months = $625.00/mo. in property taxes alone. Keep in mind, Baltimore now considers the home tax value equivalent to the appraised value. There is little to no difference in the assesed value verus market value. With the city carrying an approximate $1 Billion surplus primarily created through realestate tax increases, (yes Billion with a B) outside of the obvious corruption of padding political pockets, it's unclear where the money is going. Drop out rates and schools are in tough shape, crime is on the move up... Not trying to put a bad taste in your mouth for Baltimore, it's a great place but the governing end of it is pathetically misguided.
