I would look into the Pasadena area. It is south of the Coast Guard area, and your commute would be 15-20 minutes and avoid all highways, which is a huge plus because the Baltimore area traffic is awful. The Pasadena area has all the suburban amenities, like Wal-Mart, TJMaxx, Starbucks, LA Fitness, restaurants etc., and its relatively affordable as long as you aren't right on the water. There are a ton of new townhouses in the Marley Neck/Solley area, but sounds like you want a house. I live in the area and it is definitely growing and new shopping centers are popping up all the time. Some of the area is gentrifying. Taxes are lower in AA county as well. Schools are pretty decent, but not as good as Severna Park (where prices are much higher). Pretty good parks close by too, check out Downs Park on the Chesapeake Bay - it has a good bike path, and also the B&A railroad trail has a ton of bikers - it goes from BWI airport to Annapolis. Kinder Farm Park is also close and a good bike path. You also have a lot of water around to Kayak, or go boating. I would definitely stay in Anne Arundel County if I were you.

Just a side note: I did fall into Curtis Bay in approximately 1980 and I'm still alive to tell about it.
