I think people are missing thwe boat if they think that the notion of no snitching is why people don't report witnesing a serious crime. I think most people are afraid of retribution. The city does little to protect witnesses of serious crime. Somehow we need to get around this. Any suggestions ?

Many people understand retribution is a huge concern for those who witness an incident or know someone who has committed a crime. However, the city only does what the community asks of it.

Officer's on the other hand will go pick up a witness, take a statement, and provide them with safety first.

A witness should never tell ANYONE they know, they saw something.. word of mouth gets around.

Law enforcement even take witnesses into court if they are fearful. However, officer's can't watch a witness 24/7 for months on end. Especially when the witness is going out and about.

You bring up a great point. Something does need to be done. Community members need to ask for better protection of witnesses. Especially for those who know the person who has committed the crime in question.

Suggestions:

Go to your next town or community meeting. Speak up about the concerns you have for the safety of a witness to a crime. Get the dialog started.

#SeeSomethingSaySomething is great but safety for any witness MUST come first.

Ask questions like:

What steps are currently in place to keep a witness safe?
What if a witness knows the person. What further steps can be taken to stay safe on their part.
How can we better protect witnesses who want to speak up and help?
What can the city do to ensure resident's safety?

You won't get all your answers in one meeting. And if someone tries to give all the answers without saying "We can look into that and have answers for you at the NEXT meeting."
Request a follow up on the topic at the next meeting.

The city will only do what communities ask of it. If they want your vote. They'll listen, answer questions, and make a number of suggestions on how to resolve the issue.

Thank you for your comments. Baltimore is really in bad shape right now. The political rhetoric drives me crazy. I think we need to bypass the courts in Baltimore and let the federal authorities handle violent criminals. I no longer have much faith in the judicial system. One of the lowest charge rates and conviction rates in the country.

Does anybody know if maryn mosbey has used evidence based practices as a performace measure for con-viction rates or is that new ?

You can't blame people for not snitching. They'll kill you, if not today, then later. Being a Snitch follows you forever, especially in jail. They kill Snitches and Chomos first, in prison. It's usually KOS, kill on sight.
