While I realize the urge to save money is growing all the time, I'm in favor of local businesses rather than the big guys when the prices are similar. If you don't get the $1 seat, the regular prices are in line with the regular chinatown buses. If peter pan and greyhound shut down the little guys, how long do you think those $1 seats will continue? How long before the prices rise beyond the $17 that the little guys do it for? Not to suggest the wikipedia is faultless, the entry is worth a look:

BoltBus/Greyhound is in serious competition with Megabus/Coach USA for the emerging curbside bus market; both are trying to take away market share from the Chinatown bus lines and win the battle with each other. (Megabus/Coach USA also recently bought Eastern Travel, one of the larger Chinatown bus lines on the East Coast.) Both BoltBus and Megabus can also be seen as efforts by Greyhound and Coach USA to increase intercity bus use in the U.S.; after many years of decline, intercity bus use has increased in the last 2 years.

The limited number of $1 seats isn't going away anytime soon. Besides, $20 or $25 one-way between Baltimore and New York (or DC and NYC for that matter) is not a bad price.

What would be interesting to see is if Greyhound/BoltBus decides to compete with Megabus in the Midwest, but that's the subject for another thread.
