The James HoF Monitor is a system designed to predict who is likely to get in rather than one designed to determine how meritorious the induction would be. James' metrics in this instance were developed by assigning values to those accomplishments which in the past, favorably impressed the voters.

Simmons has already made hash of the probabilities involved by getting rejected in 15 votes by the writers, despite qualifying under the metric which is based on past voter behavior. It may well be a sign that the voters are getting wiser.

Baseball executive Pat Gillick elected to Hall of Fame - ESPN

Pat Gillick, whose teams won three World Series titles in 27 years as a major league general manager, was elected to baseball's Hall of Fame on Monday by the Veterans Committee.

Gillick was GM of the Toronto Blue Jays, Baltimore Orioles, Seattle Mariners and Philadelphia Phillies, winning World Series titles with the Blue Jays in 1992 and 1993, and with the Phillies in 2008. He received 13 votes from the 16-man committee.

12 of 16 votes are needed for induction. Marvin Miller received 11, his best showing ever. Since he has attracted more support each election, next year would seem ripe for a win. If he is still with us then, he will be close to 95 years of age.

Dace Concepcion was the next closest with eight votes, and they don't tell you how many votes you got if there were fewer than eight, they just tell you that you got fewer than eight. On that list were Billy Martin, Steinbrenner and the others.
