Of late, sure the Pirates. Most years they just had no hope of .500 even coming out of the gate.

In the 1930s, the Brooklyn Dodgers fielded some truly awful teams. That's where the nickname "Bums" originated (although it was usually said with love rather than hate by their fans--particularly after the fortunes of the franchise improved in the 40s).
