The article doesn't say who the runner would be - someone already in the game? Or would teams have designated pinch runners (bring back Herb Washington)? And would you need a new one every inning?

If it is someone already in the game, it would have to be the next batter due up. Otherwise it will screw up the batting order.
Idea:
One strike and you're out, one ball and you walk.
[The first foul ball would not be called a strike - the second one would]
Games would speed up. Though there would be a lot more baserunners (and consequently batters), each at-bat would be brief. Also, the increased baserunners would result in higher scores, and a higher average of scores decreases the likelihood of a game being tied after nine innings.

Not really a time-saver, but I also like the idea of hazards in the outfield. A small pond. A sand trap or two. Maybe a patch of rough Bermuda grass that is maintained to a height of 12 inches. Also, a roving guy in a clown outfit who is allowed to interfere with fielders would be fun, too.

Lets fill the pond with alligators and piranha to make it more challenging. A sand trap is a good idea, but a quicksand trap even better.
I also would like a rule which allows hitters to maintain their bats while running the bases, using them to break up double plays.

I think its silly. How many extra inning games does the average team have a year? And how many of those extra inning games go more than a few innings? Maybe one or two? I appreciate them trying to speed up the game but this is a bit too much in my opinion.
